City publishes approved snapshots only. A phase's or week's figures are FINAL only when approved here against the named current fwf_pub run. When a later run changes an approved figure the row turns stale and must be re-approved; revoking returns it to unapproved. Pipeline feed = the legacy fwf-api feed the board reads (not the deployed board itself, not a source). A delta that is an unmerged board PR is a merge, not a dispute.
