Two ways to count "built"

Vendor-reported (this tier) — what the contractors' weekly trackers say is complete, per City permit, with cross-vendor double-counting removed (one permit handed Sunrise→Jacqueline is counted once, not twice). Shown shaded per phase because the permit-to-corridor link only exists for a handful of corridors; we attribute progress at phase level rather than guess which specific segment a permit's footage belongs to.

Evidence-verified built — the crisp green/colored conduit lines, drawn only where a digitized as-built, redline, or bore log confirms the geometry foot-by-foot. This is the slower, harder number and is usually lower than the vendor-reported figure (the gap is the as-built digitization backlog).
